The Congress
The new EU Directive on the Energy Performance of Buildings (EPBD) acknowledges that a change in strategy is necessary, requiring each Member State to create a clear legislative framework that will deliver the energy saving potential in the building sector. In order to transpose the directive into national law by the beginning of 2006, Member States are facing a whole series of obstacles, such as a lack of awareness and action by the relevant target groups or a lack of transparency and coherence in terms of existing labelling standards. Therefore adapting and implementing national building codes and labelling schemes by national key actors and multipliers represents a considerable challenge for all EU Member States.
The ENERCERT conference hosted by the German Energy Agency (dena) aims to help all those involved overcome these obstacles. The conference will enable a concerted effort to be made to improve, promote and implement national building codes and Energy Performance labelling schemes by providing a platform for the international transfer of knowledge and experience. Assessing and comparing national schemes and best practices for the energy performance certification of buildings will foster synergy effects and harmonisation between countries. Providing an overview, exchanging experiences and transferring knowledge on specific labelling instruments will facilitate the definition of national standards and match suppliers of tools to potential users.

In particular, the conference is aimed at national and local authorities, associated industries and trades, energy consultants and agencies, as well as scientific institutes and issuers of building certifications.
