German energy performance certificate for residential buildings

Most buyers and tenants don't have much knowledge on the energy consumption or energy efficiency of their houses or flats. Reference values for comparison are often not available. Energy costs are revealed with the first energy bill.
The EU issued a guideline on the “Total efficiency of buildings” to improve the energy efficiency in buildings and to provide more transparency across the property market.  The guideline requests EU member countries to implement comprehensive measures for significant reductions in the energy consumption of buildings. The main element of this guideline is the introduction of the energy performance certificate. The certificate provides reliable information regarding the energy quality of a building, shows sensible energy saving potentials and offers concrete modernization recommendations.

Germany has implemented the EU guideline with the Energy Savings Act (EnEV 2007), which came into force on the 1st of October 2007. From the 1st of July 2008, the energy performance certificate will become stepwise compulsory when renting, selling and leasing properties. The certificate has been compulsory for new buildings since 2002.
