Project Financing in the Supply of Communal Heating in Russia

The guideline serves as a basis for the project development and financing of communal heating supply in small and medium-sized Russian municipalities.

What economic and technical conditions must be taken into account when considering refurbishment of the supply of heating in Russia? What are the alternatives? What financing possibilities are there for the required investments? What governmental framework is necessary in order to accelerate the modernisation of the supply of heating? German and Russian experts provide practical answers to these questions in this handbook. Experience gained in the refurbishment of the East German district heating network after reunification is also analysed.

A fundamental aspect of refurbishing the supply of heating in Russian cities is the mobilisation of private capital and the creation of competitive free-market conditions for the pending investments. For this reason, the handbook focuses on financing strategies and approaches to obtaining private sector financing of the forthcoming investments. The question of the operating structures and the conditions needed for the long-term, low-cost, high-performance supply of heating in Russian cities is also discussed (e.g. transparent, consumption-dependent accounting of heating costs).

In addition to dena experts, specialists from the Bremen Energy Institute (BEI) and the Moscow Institute for Urban Economics (IUE) also contributed to the creation of this handbook.
